I am guessing it has to do with the desire to expand the mall which is currently on hold due to school over crowding. Expand Wootton, move some kids from WJ to Wootton (W to W will not be too controversial) and the mall expansion can proceed. Wootton will also be a little bit safer from rezoning to Crown (we were just re-zoned). QO, RM, and Gaithersburg will be left..

If it is not over crowded, there will be no incentive to rezone it. RM on the other hand was left to get more more over crowded until the unknown date when Crown is built. W families get special benefits.

Thanks for posting. We are zoned to woodlin and looks like my then kindergartner will start school at the holding center. Oh well.

MCPS put Wootton in the CIP to protect Wootton from Crown rezoning? That makes no sense.

Exactly. That’s what MCPS is asking for. But it goes through the Executive first and then the Council. There is zero capacity in the capital budget to add projects without cutting others. Zero. Too much debt service to pay. What projects will Councilmembers cut? If any? They all have theor favorites.

All of the above is dependant on funding. Just because it is in the CIP, do not count on it (unless funded in year 1-2 of the 6 year CIP).

So many delays to Capital projects, all the time.
