Illegal in Montgomery County. Even in Bethesda.

I buy online from BuySparklers.com
MoCo has strict regulations about it. We light them on our driveway for Diwali. And we have we lay them in a designated area to cool it have a bucket of water nearby to dunk into.
For local purchase, you can get it in Virginia.

Not really - you keep a bucket of water nearby and after you are done, throw them in the water. I wouldn't do it in my backyard though.

I would call the stores in MD though because I have been getting mixed messages about them being able to sell them in MD. You might have to drive to VA.
