If dc cares about the homeless they would pass laws to commit and treat resident homeless who need help, shelter those that are simply transitional, and give one way bus tickets home to recent arrivals.
Except DC progressives think of the homeless, the bums, and the druggies as their pets. Simple minded creatures who have to be cared for yet allowed to live a free range lifestyle.

OP is talking about the homeless lady with a pile of her belongings on the corner of 10th. She’s been there far longer than just this summer. She’s harmless and doesn’t bother the children. But I am worried about the homeless population around Shaw, especially since it’s getting colder. There’s also the man by Shaw library with a huge pile of belongings.
Op here. Yes, she’s by the playground on 10th.
The weather is going to be so cold soon. She doesn’t appear to have a tent or other shelter.
