I love the look of vests and have bought a couple for myself over the years, figuring people wear these so they must have a purpose, right? But never once was I comfortable in one. If it was chilly enough to wear one it was chilly enough for a jacket. The only times I wore those vests I was too cold. For that reason I didn’t buy them for my kids.

My toddler went through a phase when he hated sleeves so he loved the vest. (He pushed up his jacket sleeves.)

I’ve never really got much use out of them for myself or my kids. We’ve got them as hand-me-downs from friends but have never really used them but a few times. My kids still complain they’re cold when wearing them.

I don't understand vests - they're cute, but my torso is the warmest part of my body.
If I were to dress myself based on warmth necessity, I'd wear a tank top, gloves, shorts, and wool socks.

Mine wore it around the house on lazy weekend mornings, over pyjamas. Otherwise not really.

I never really would've thought of a vest but a friend gave us one and our nanny started putting our toddler in it last winter, in just the sort of situations mentioned here - at a park when it was chilly but not freezing and she was getting warm from running round, or even indoors in places where there wasn't great heating. It ended up being very handy and she wore it a lot. So I side with you, OP! I think they can be really useful.

I'm with your DH, I never thought vests were very practical on their own. Cute, yes. But I've never put my son in a jacket to go out and play and thought "hmmm, a vest would be better for movement/ventilation." Jackets allow plenty of movement and don't your arms get cold?
My DS does have a fleece vest but I just use it for layering under a jacket on a cold day (no sleeves riding up).

DH says that vests (like a puffy vest, or fleece vest) are basically just for looks and he'd never wear one for real warmth and instead would always opt for a jacket. But I sort of think for a toddler boy it might be useful? Provides some warmth but also allows for ventilation/movement when running around at the park? Obviously I'm not meaning in place of a real jacket on a cold, cold day, but did your DS get good use out of a vest for the 50/60 degree days? He'll be 2 in december, for reference, so last fall/winter he was still in baby outfits and that's why I'm clueless.
