We have a kid on my younger's sons team who will go down and still kick the ball try to get it while lying there----not dangerous to the standing player and he always gets called for it and still hasn't learned.

Whether the ref calls it or not...I don't know. All I can tell you is playing the ball on the ground is allowed by the Laws of the Game as long as it's not a dangerous play. So maybe the refs you've had considered it dangerous every time. I don't know.
