Even if most of the Democrats were not at the 9/11 ceremony, they were not at the Capitol because they had all been told there would be no votes before 1 pm because of the 9/11 ceremony.

There were committee hearings scheduled but no votes expected. The Speaker knew most of the Democrats were at the 9/11 ceremony.
