The mice just autogenerate right out of the roots. Similar to how fruit flies are caused by fruit.

Never? What do you attribute it to?
It’s a pretty common problem.

Cabin John has no mice for some reason. Try there. As well as Poolesville.

Can anyone recommend a close in neighborhood where houses built within the past 30 years usually don't have mice?

Get a house. Get a cat. Or pay an exhorbitant amount to find all the holes and plug with with steel wool. Mice are a thing in the suburbs. Be thankful it's not rats.

You'll never find a house, anywhere, that's been around for a couple decades that hasn't had a few mice. No houses are built well enough to keep them out over the long term.

Did you actually have a contract on houses that you walked away from because of mice?

Just get a good exclusion done. Are those neighborhoods with a lot of new builds? Construction tends to rile up mice.
