I was surprised that MOCO allowed any ICE involvement on the 2 that allegedly raped the 11 year old girl. Inconsistent and it seems MOCO has prosecutorial discretion or rather politicians declare discretion for individuals. One relevant statement for the USA, MD,MOCO and Fairfax County in this entire article:

I guess that ICE detainer is racial bias - freakin racial bias against US citizens of any skin color or ethnic background that they're even present. Frankly none of these equity endeavors have to do with AA IMHO-it's all about illegal immigration and the Central Americans.
