We all know the Bill of Rights recognizes only collective rights. The right of the State to have free speech. The right of the State to be secure in its effects. The right of the State to not self incriminate. The right of the State not to be required to quarter troops. The right of the State to have a speedy trial. The right of the State to not receive excessive bail. The right of the State to receive a jury trial. The right of the State not to have its rights reduced by other clauses...... And of course, the right of the State to keep and bear arms.


We know all these freedoms are granted to the State. Not to the individual. These rights are there to protect the State against the tyranny of the citizens. The Bill of Rights exists to protect the government from the people.

The fact that the Second Amendment recognizes the collective right of the State to keep and bear arms is rick-solid proof the ALL the Amendments also apply to the State. Because why would the people who wrote the Constitution put ONE collective right, the second amendment, smack in the middle of a bunch of individual rights? Makes no sense. There are NO individual rights. Only rights of the State.

Also, the use of cameras in this city is pathetic. They're not wide spread, they're fuzzy and half the time the police dont bother to review them. Instead of just using cameras to ticket and raise $, the Mayor could scrutinize their crime solving capacity.

You should probably read the Post expose on the DC youth rehabilitation act. DC prosecutors repeatedly plea down youth violence with firearms - they literally make the charge disappear. Since youth are now anyone under 25, guessing a lot of shooting and robberies and assaults with guns may fall into this category.

Heller was limited to guns in the home. It says nothing about "bearing" arms anywhere else.

And it only applies to non-criminals.

Felons are prohibited, federally and locally, from possessing guns or ammunition. Juveniles are prohibited from possessing guns or ammunition.


DC has at least the following gun laws:

1. All firearms must be registered.
2. Unlawful to possess unregistered firearm.
3. Unlawful to possess ammunition without registered firearm.
4. Lengthy list of banned long guns by name and/or characteristics.
5. Specified list of handguns allowed -- no "Saturday Night Specials."
6. Unlawful to carry firearm openly.
7. Unlawful to carry pistol without a license.
8. Training with actual target exam required for license.
9. Places where licensed pistol can be carried highly restricted.
10. Ammunition carried with licensed pistol extremely limited.
11. No open or vehicular long gun carry.
12. No possession of firearms or ammunition by minors, prohibited persons (felons, drug users, violent mentally ill).
13. No private sale of firearms.
14. Repurchase safety training.
15. Background check on all purchases.
16. Longstanding (at least the 1970's) limit to 10 round magazine capacity.
17. Negligent firearm use unlawful
18. Criminal firearm use unlawful.
19. Use of firearm in crime of violence, drug crime, etc., unlawful.

Pretty comprehensive list for a "crippled" government.

What's your point? The easy availability of legal guns is what creates a flow of guns to be illegally obtained. That's pretty obvious.
