The truth is people who learn to drive in rural or suburban areas without much foot traffic likely never encounter a pedestrian while learning to drive (other than in parking lots and in school zones during peak times where there are signs, crossing guards, etc.).
I learned to drive when I was 14 in an area with no pedestrians. It literally never came up in the classroom, during my many hours of behind the wheel, and during my time driving with my parents. There just were...no pedestrians.
After I moved to a big city, I let my license lapse (dumb, but I literally never needed to drive and most of my peers also were car-less) and when a job made it so I needed a car, I had to learn again and only then was safety around pedestrians, bikes, etc. covered.
