Oh please. Cut the drama and ask the dog owner to leash the dog. If you want to get along in the world, try giving people a chance to do the right thing.
They know the law and know they're supposed to leash their animal. That's their chance to do the right thing. Don't waste your time.

As a dog owner, these people drive me crazy. I know how great my dog is, but you don't and I shouldn't expect you be good with me saying 'It's okay'. Some people have serious issues with dogs and dog owners really need to respect that.
