Apparently, unknown to you, that car is registered to your DH. Two possibilities:
1. Someone stole your DH's identity to register the car; OR
2. You husband owns a car you don't know about for reasons you will have to discover.
This. EZPass is sending the bill to the owner of the car bc it had no EZPass (or a non-working one). This issue is clearly related to car registration.
