Back in the day, Franklin & Marshall and Tufts started the whole thing.

Hard to know who does it still. A lot of people just use it to explain why their kid wasn’t admitted when they actually don’t understand where their DC stands among the competition.

Wash U. yield protects by making sure you at least show interest through visiting, etc.
