The NVYLL rarely grants waivers to players who want to play out of the club in their assigned jurisdiction. So if clubs are checking addresses then it should not be as easy to play for another club as you describe here. Each player who is trying to play out of their assigned club would need NVYLL approval, which is not an easy thing to get.
