Depends on the league. EDP allows 22 on the team roster, with 18 able to dress for the game.

Will be interesting to see how this affects rosters at other clubs, many of which have already conducted tryouts and presumably offers/acceptances.
At least at the older ages, DA clubs don't send out offers or announce rosters until the summer. There will be plenty of room on other local rosters for the displaced DC United kids. It really is a shame though. It's a pity DC United doesn't have wealthier owners who are more committed to the DA.
US Soccer eliminated the age groups, this isn’t a DCU thing.
