OP here.. well.. I was mainly thinking about the passengers but frankly people nowdays loose walking fist long before mental capacities because of all the hip issues and knee issues so they are totally capacitated drivers but they have trouble walking. You know the kind I am talking about. YOu can find even 50 and 60's who have issues.. how many people with bad hips do you know that are otherwise just fine drivers?

Uh, Those vans already have lifts, ramps, special seats. etc for people in wheelchairs and people who are not in wheelchairs but have limited mobility. For more sophisticated than what you’re proposing.
I'm not the OP, so I'm not "proposing" anything, primarily because it already exists. But I ride on those vans pretty regularly for work, and have friends with the auto access seat linked above. They don't have some magic sophisticated system. Someone who uses a mobility device other than a chair needs to either climb stairs, or ride up standing on a shaky lift. Compared to that, the auto access seat is much smoother.
More to the point, people with disabilities, age related or others, need both options for traveling with alone (a need that can be served by the shared van services), but also for traveling with friends and family members. The idea that something like Metro Access is a substitute for being able to get in a car driven by a family member, and go somewhere with them, is a little weird.

If you do not have the coordination/ strength to open a car door you don’t have the ability to safely control the steering wheel.
If you notice, that seat is on the passenger site. That's probably a bigger barrier to driving.

There are plenty of people with disabilities that involve their legs, that don't impact someone's driving ability. However, the OP hasn't mentioned driving. Elderly people, including those who can't drive, still ride in cars.

Babies have their car seats, families with small kids have their minivans but elderly has NO specialty car.
