I mean truly unbalanced...not just everyone's current state of unease.

This man, "Of no fixed address"-- said he was hearing voices and being tortured, before he set a fire outside of the Archives. He then tracked down and turned HIM-self in by reporting himself to the FBI and CIA. What a cry for help! DC, as the 'center of power', is a magnet for very unstable people with paranoia, fixations, perceived grievances. What laws do we have in place to involuntarily commit, and not release until they are stable and cleared? Does the federal government provide any funding to help with this? Have our politicians asked?

This man is suffering, and these kinds of episodes aren't "harmless".
