Club says offers made on rolling basis after 2nd of 3 possible tryouts
Offers sent after 1st tryout but do not specify team level
Supposed to be 4 teams U9
Is it likely that offers go out in order if teams, fill 1st team and then move on down,
Even though offers do not specify team?

Yes, they will generally fill the first team and then start on the second and so forth. But you should know which team it is before you accept. You should ask whoever sent the offer.
