The cover letter probably won't matter. His scores are so high that he should have been accepted the first time.
You have a lot of examples of how your child was not succeeding in a gen ed environment at the beginning of the year. Then, after the teacher took a more AAP approach by giving more challenging materials and letting your son dive deeper into subjects of interest, he's now thriving. It should be easy to write the letter, because you have a perfect case of a child who is not a successful student and is not meeting his potential in a gen ed setting, but clearly instead needs the challenge and depth of AAP.

OP, write a letter saying your child is better served in APP because he's introverted and takes a while to come out of his shell, so does best when he has challenging materials as a part of his regular curriculum rather than as differentiation if he shows a need. Talk about the fact that it's taken him well into the year to be comfortable enough to come out of his shell, and now the teacher is having him do x/y/z (list all the things he's doing). Submit work samples showing that this is actually happening. This will hopefully show that the teacher may give a different GBRS if she were allowed to. Don't say anything negative about the teacher because that won't help.

OP here, thanks, there is a chance of us moving from Virginia to NYC, and most private schools accept SB5 there. It is still not decided, that’s why wanted to get SB5, as it suffices both NYC and AAP appeals. The costs for these tests are really high, so trying to keep them minimum.

Background about kid: Highly matured, he is in 2nd grade, but has completed 4th grade math and language arts. We give it at home on his request (although we would have liked him to be doing other activities). he says he just enjoys doing them. When I told her you can challenge him with higher grade stuff, she is now making him do advanced stuff, in all subjects, and his teacher keeps saying that it was difficult to understand him initially, but he is extremely mature and is able to solve 3rd grade subjects. She is also making him teach areas of his expertise in science to his class students. he gives presentation on astronomy (not just simple planets, but advanced concepts, light years, earth years, calculations in astronomy etc) or human body, He is loving it in class now. for example if other kids are given addition subtraction, he is doing Multiplication,Division,Prime, square root and such problems. He is writing essays about science topics.
Looking for your opinion on how I can put this in cover letter. Can I talk about the latest change and his present class teacher making him do advanced stuff at class? But the same teacher initially had given him low on GBRS? Just looking for your ideas,

How were work samples?
My child got rejected with 144 Cogat and 121 NNAT with 3C and 1F. Work samples were meh.
I plan to write a letter and submit better work samples.

OP here, yes our mistake, we had some unexpected family situations. And when he did not get accepted to AAP, I met his teacher. we learnt our lessons.
based on most talks here, they are saying 2c and 2f was the GBRS cut off.. (although this is guess work). I am hoping, i can address all of this in the letter and FCPS states it doe snot look at any new teacher written letters. so we wont be able to get that from his teacher now.

That's too bad that the issue wasn't addressed with the teacher earlier on. I would write a letter, but I don't know if it will be more than anecdotal as it won't match the GBRS... Sounds like a smart kid. Good luck!
