Give up on the idea of the family bathroom being something your are entitled to use more than others. Start using the regular (or wheelchair accessible) bathroom for your kid to go potty. If the family bathroom is open, that's a bonus! Not something to count on.
This. It really does bother me, since my 3.5 year old is terrified of those stupid loud hand dryers in all of the public bathrooms nowadays and has meltdowns in public restrooms because of it. He will use the family restroom without a problem. So when I see it ALWAYS occupied, sometimes by a single man waltzing out as I'm carrying a screaming preschooler out of the regular womens room, it bugs the crap out of me. But I just expect it at this point.
