Will you be full pay? For a public or private? Indiana U. has a high admit rate. So does Miami U of Ohio. Juniata comes to mind. It all depends upon what he's interested in. Maybe take him on a few college tours and give him something to shoot for. Is he a good athlete? Can he sign up for a rowing team? (Blair HS has a $900/semester rowing club team open to the community).
