She should start with going to La Leche League meetings near her (assuming she is bfing) and look for a babywearing and/or attachment parenting goup near her. The demographic of those groups is often much more similar to her and it is very likely there are groups near her. I am from Austin and that is how I met moms there.

Also I know some moms connect on meetup.com and MOPS (moms of preschoolers) is a way moms connect. If she hasn't figured it out yet, you can tell her that most playgroups are about parents getting out and meeting and connecting, and not really about the children at that point. It can be isolating to be home with a baby. It is okay to go to a playgroup with a baby.

Looks like there a LLL meeting kind of nearby.

I’m from spring (more up north but love the Montrose area) - btw most of Houston is pretty liberal. I would just send her to dcum! Seriously I recommend the baby boards and expectant mothers to my friends in Houston and the advice is still very relevant and helpful.

One of my dearest friends is expecting twins after a LONG time trying to conceive, and I'm trying to help her source meet ups, discussion boards or other resources where she might find other moms to connect with. The Mothers of Multiples groups all seem to be in the suburbs, and she lives downtown; she's also much more of the urban, liberal, older demographic than they have in a lot of the suburban spots. (For people who know Houston, she lives in the Montrose neighborhood.)

If any of you have ideas or experience with the city, please share! I hate being across the country from her when she's about to get plunged into the deep end of life with twins.
