Students are not automatically considered for Level III if they do not make Level IV. Level IV is a central decision, Level III is a schol based decision.
If your child does not make Level IV and you want them considered for Level III, you should submit a Level III referral form to your school.
Additionally, I don't know if all schools do this, but at my school, the AART told me that ALL students are reviewed at the end of each year for consideration for Level II and III services (without even having a parent submit a referral).
You should contact your school's AART to find out their process if you want your child considered for Level III.
