When reading the language from the final recommendations, it looks like it only applies to children who are currently enrolled (or had a sibling enrolled in DCPS)
Starting in 2015-16 all NEW students shall be assigned to the newly zoned school. NEW students are defined as:
• Students moving into an area that has been assigned to a different school;
• Charter school students or out-of-boundary DCPS students who wish to return to their DCPS
neighborhood school from their charter school or out-of-boundary DCPS school; or
• Students who are attending a school for the first time (e.g., at the entry grade) who live in

The way I read it is - if you had rights to Deal. Current 2nd grader will maintain rights to Deal - EVEN if not enrolled in DCPS and coming from private or a charter.
But - it also says 3 to 4 years after the middle school opens. So MacFarland opened in 2016 - so 2020 would be 4 years. Is there a chance that DCPS changes their policy? Or would you be OK going with this?

I'm not sure if it is the entire West area, but I know 16th Street Heights and Crestwood are grandfathered until 2022.
