I’m sure you’ve double checked this already but just for anyone else reading, many Fed agencies do offer backup care. It’s very agency-specific so doesn’t sound like it helps you, OP.
Have you looked at White House Nannies or College Nannies and Tutors? Those are two of the agencies Bright Horizons backup care uses so you might be able to go to them directly.
