They could have cut his scenes from the 2 remaining episodes of this season, but they probably should have done their due diligence & waited for the investigation to be over (considering its the off season anyway!).
It's a strange way of dropping charges, by including volunteer hours (that were previously served for something else) and the bond forfeiture. That's only halfway dropping charges.
