However, I recently changed a gas hot water heater (which appears to need a permit) by a professional plumber based in Arlington without a permit. Maybe it is one of those things where you are supposed to but it is not enforced.

not true in more counties. We had a gas water heater replaced ~7 years ago and had to pull a permit for the gas line reconnection. We also had to do the same for a replacement gas stove this past year (different county this time).

Anonymous wrote:Yes, you need a permit. I bought a new gas range at Best Buy and their installer pulled the permit. I had to arrange the inspection through Arlington county after the installation.
