I'm short but have never been particularly small in frame. I have big/muscular butt and legs though my arms are fairly slim. I usually wear a petite curvy pant, size 4-8 depending on cut and brand, and small/xs shirts. I don't think I could have small calves or thighs unless I was terminally ill or something and massive weight loss is not my goal...I would like to be under 130 and preferably closer to 125.
It's also less than 5% of body weight but I agree that's kind of a lot. Not sure if the scale was off on one of them. Trying to drink more water.
