If it is true that they would send a ticket to both cars, that is a huge problem. They have an obligation to prove that your car was speeding. If the technology doesn't exist for them to do that with two cars in the picture, they shouldn't be issuing tickets to anyone.

i don't really think that the radar is that lane specific. laser is. but with two cars in the photo, they are probably sending tickets out to both vehicles.
