They can, but the distinguising difference between one school compared to the next in the same cluster is marginally different. A kid in Potomac ES is not going to look that much difference at the level of FARM, ESOL than a child at Seven Locks, for example.
DP. Peer cohort in this case is referring to an academic cohort. If an ES has 15 similarly highly able kids, that is a cohort that can be served well at the home ES. But if there are one or two outliers from this cohort, they may be better served at a CES.

I don't think every child gets all As. They don't at our W school. The teachers are harsh graders on purpose.

+1 Peer cohorts is a lot more prevalently observed first at the middle school level.

Yes I agree with pp. You’re thinking about admission to middle school magnets, which now cite cohorts. Only a handful of elementary schools feed to each regional CES and they’re usually all about the same demographics so cohort is not an issue.

It's a combination of many factors:peer cohort, cogat, map tests, and grades.
My daughter is in fifth grade regional CES, and there isn't much studying to be done for cogat. Just make sure they aren't sick, have slept well the night before, and have good breakfast. Another key thing is not to stress them out too much about the test.

The county's website doesn't specifically mention the Inview as one of the roughly half-dozen criteria used for this, but it does list "assessments" which might include this. Personally, I think they could've simply used it and spared the kids an unnecessary extra test.
A couple of years ago when DS got into the CES program, the acceptance letter specifically called out the Inview

The county's website doesn't specifically mention the Inview as one of the roughly half-dozen criteria used for this, but it does list "assessments" which might include this. Personally, I think they could've simply used it and spared the kids an unnecessary extra test.

Don't forget Fall and Winter MAP-M and MAP-R. I think they (or the ascending trend) do play major roles as well.

Teacher input can be very subjective; however, they do provide input in the way of grades.
