At my kid's school students go to the learning specialists' office to take tests in a small group when there are 3 -5 students who need it at any given time. On those occasions, it is pretty quiet.
Other times when there are more kids who need that accommodation, they go to a smaller classroom. Sometimes it is quiet, sometimes it's louder.
My kid has also complained about noise and distractions during labs, small group work generally, and other issues in teh classrooms -- not just testing.
I think they are anticipating 7-8 kids for the testing.
