I was that 11 yr. old girl. Dark hair (everywhere) and fair skin, so very noticeable. Kids started to point it out around that age and I was miserable. My mom was so helpful to me. She is blonde, so had no experience with it, but she did everything she could for me. We started with bleach on the arms and upper lip and she showed me how to shave my legs and underarms. When I was in high school, she took me to get underarms and bikini line waxed. And finally, about ten years ago, I decided to laser off the bikini line, underarms, and legs. I had electrolysis on the upper lip, not laser. IT WAS LIFE CHANGING. When all of the sessions were over (about four months), I realized how much of my life I had spent on hair removal.
But back to the 11 yr. old me - we didn't have laser back then (80s), so bleach and shaving were pretty much my only options. For the OP's daughter, you could take her to get waxed, but it's painful and she might be too young for that. I would stick to shaving and bleaching and maybe Nair, as another PP suggested. As long as you show her you are in her corner and will do whatever you can do help her manage this issue, she will never forget it. GL!
