A long time ago I got an account with a credit union that merged with some other and after some other change is now InFirst. Anyway, it's convenient because I use the Navy Federal CU ATMs by my office fee-free.

Another Signal member here. In addition to their branches, you can use Co-Op network ATMs so there are a lot of options. For example, I almost always use a NASA FCU ATM that's close to my house. https://co-opcreditunions.org/locator/?ref=co-opsharedbranch.org&sc=1

Not a bank but a few months ago I switched fully from Wells Fargo to Signal Financial Credit Union (I had accounts with both for a number of years) and I have been happy with the move. I was worried about ATM access but since I can make deposits with my phone and get cash back at stores it hasn't been a problem.

Burke&Herbert was good when I was with them. Local and the branch employees were really friendly.

I prefer bigger banks with good online/app support though so I switched away.

What are your banking needs? If you are looking for face-to-face customer service, pick a place convenient to your work or home. If you are looking for online billpay, a lot of small banks are not very robust in this area. If you are looking for mortgage lending, some do it well and some refer it out. And so on...

It isn't as simple as "tell me a good a small bank to use" without knowing what you are looking for.

Also, many people find their employer-affiliated credit union to be a great option.

we got forced into sandy spring when Washington first got bought/sold taken over.

Ive been happy. but not really blown away... as long as the ATM works and online bacnking and online deposits work.
