If you don't get into your IB school you probably won't have a great master number in the lottery, so you'll be looking at schools that take a greater percentage of their applicants.
I'd check out Meridian, Appletree Columbia Heights, maybe HD Cooke (though your odds of getting in there as an OOB family aren't great).
Also, I don't know if they're at Edfest, but some of the schools in the enhanced PK program

Your odds there are similarly not great, as they give priority to the kids who are already enrolled in their 2s classes (I assume your daycare is not one of those on the list?). CentroNia, Communikids, and SED are bilingual--maybe some others are too--and depending where WOTP you're going may be reasonable commutes. I know more about CentroNia than the others and it seems to be quite warm and nurturing.
