When we were in Allegheny, we saw apparent drug addicts nodding out on benches. There was no "restaurant" but a biker bar. The was no clothing store but a Goodwill. Really, another family LEFT before the Orientation events started just based upon what they saw driving around the night before. We stayed in the nicest B&B in town, yet the building beside it had boarded up windows. I am not exaggerating.
Huntingdon is VERY rural, but safe. Kids who like the woods and rivers more than malls will be happy there
We visited Huntingdon/Juniata last February. It was raint and I thought the town was "gritty" but the college seemed great. The president was there and he seemed very involved. The only drawback for DD was there was no equestrian team at Juniata, but there is at Allegheny. We'll need to consider how living in a town like Meadville would suit her. The colleges themselves seem very similar.
