My understanding is a lot of school have agreed to boycott an ED candidate who withdraws, unless they are formally released for hardship/financial reason. This is so much of a thing that the DOJ is investigating on antitrust grounds.
So if she is waiting for other decision, it is almost certainly EA and what she is doing is completely kosher.
