Check out the Department of State Adoption page so that you can tell whether your plan is realistic. It will tell you if adoption is permitted and if so, what are the parameters.

I would look into specific countries not an entire continent.
We looked into Haiti after the earthquake because we heard they had a need for adoptive families but they had some super strict rules and we were ineligible.
