The problem is that parents are raising their children to think doing these things is acceptable. School is where these kids are for most of their day, so that's where the incidents take place. You're fooling yourself if you think these incidents don't take place outside of school. The glaring issue is not with the schools. The schools are the easy scapegoat in all of this and a way for parents to point fingers at others when they're the ones who have failed their children. The glaring issue is that children are not being raised by their parents to understand how serious these offenses are, and how morally and ethically wrong they are.

What? How can you make that assertion when you don’t have stats for MCPS.
My sister teaches in another large school district and she is pretty horrified by the stories that come out of MCPS. Let alone the stuff that MCPS tried to sweep under the rug.
