Kalamazoo College is in a small city if you're willing to go a bit further West to Michigan. Likewise Macalester is also a maybe, but tougher stats and even further West (St Paul, MN). DC would have more options if considered looking at smallest to mid-sized universities.

Yeah, my DC went there and the kids are not making trips to Harrisburg to see culture. DC loved the school but it is not urban.
