My anecdotal evidence based on people I know who applied (so take that for what it's worth) is that if you have less than the criteria (less than 145+ or the required SAT, etc.. scores) you will not get in. There is no holistic look then. The score is a minimum requirement to even be considered. However, just having the 145+ or SAT, etc.. score will also not guarantee you access. I know people who said they had the scores and were rejected. That said, I didn't see their scores. I took their words for it. I am not on a the admissions committee so take my advice with a grain of salt. You can always call and ask and not identify yourself.
