Yes, they do. All the time when weather permits.

Do you not live by a park? Can’t you take your child outside yourself? It’s crazy that you even care about this. I recommend that you look online at the PE curriculum. Your child’s teacher is probably very busy teaching and assessing huge classes with a variety of skill levels with only 45 minutes a week. And NO.. kickball is not an objective. Finally, when the teacher does take out your child, there is usually recess on the same space. Most children are so distractable that every bird, loud vehicle, or airplane will take away their attention. It’s not nearly as easy as you think.

That is not the case at our school. There is plenty of fields on both sides of the school to still have PE outside and they do not.

Some PE classes are when other grades are having recess, so the field is already in use.

I don't understand it either. My kids never go outside.

The gyms are not air conditioned and a child is more likely to get hurt falling on a gym floor than the grass.

And it is only once a week. Get them outside in the Spring and Fall.

Please note, OP is talking about PE, not recess.
And yes, we very, very rarely hear about our kids going outside for PE. I think it is ashame. I wish I knew why.

Both the school where I work and the school where my oldest goes to school have outdoor PE sometimes - depends on weather and what they're doing in PE.

When my kids were in ES they didn't allow tag during outside recess because the kids sometimes fell down.

Of course they go outside. Maybe email the PE teacher asking this instead of asking DCUM. We don’t even know which school your child attends.

Ours doesn't, except for Field day at the end of the year. Child is in 4th.

What do you mean they don't allow certain things because of space? At recess too.

Good question. I don't really know, but I plan on finding out. Our school doesn't allow kickball, tag, or similar because of lack of space.

I have 3 kids and my youngest is in 4th and none of them have ever had one day outside for PE. With all of this talk of fresh air, vitamin D, more exercise, mental health - why are they stuck in stuffy gyms with no AC when it is beautiful outside. No running, no kickball, no baseball, no full field soccer. It just seems like a terrible idea. Is this a county-wide rule?
