"Hi, my daughter Larla is a new member of the 3-year-old class. We just moved to the area from Atlanta and are getting settled in. I heard that Larla is enjoying playing with your Marla. We often go to the park at pick-up time--let me know if you'd like to join us!"
This is what I have done and it's worked well. Other opportunities to meet parents would be at school events -- do they have any? Like my preschool has a fall festival; there is also curriculum night and sometimes class parents try to organize events.
