The car wouldn't be at fault. The driver, on the other hand, absolutely would be.
Drivers are obligated to stop for people in crosswalks. The driver's excuse would be, I couldn't see the child because of the other car. But if you can't see the whole crosswalk, you need to stop, not go barreling through it and hoping no one is there.
That said, small children are difficult to spot, and the parents should be more careful, especially on 2-lane roads. This is now an older gentleman on a recumbent bike was killed a few years ago at the intersection of Little Falls Road and the Capital Crescent Trail, which led to changes in road design.
