You need to consider what kind of financial investment you want to make and what your daughter is looking to get out of it, and how many other things is she trying do while playing soccer.
Do you want the commitment that comes with ECNL and DA, or is being in a competitive VPL or NCSL team good enough?
The right decision varies by parents & child --- its not one size fits all.
