How handy, did not know this existed. I can bookmark this for future reference. I will have friends visiting from out of state and not sure if they already have Ez-Pass. So, I need to inform them of the possible outcome. Will give them plenty of warning though.

If your car is registered in the state where you get the ticket (red light, HOV violation, etc.) I get it, but for someone driving the out-of-state car (the farthest I've ever seen was Alaska plate) and getting a ticket in VA (but then by that time Alaska car is long gone from VA), how do the HW authority track you down? I once heard that DMV/MVA database aren't necessarily shared with other state (maybe close vicinity states, but Alaska from VA?). Is that true?

It would be the same as getting a red light camera or speed camera ticket in the mail - they send it to the address associated with the license plate.
As for visitors, there are a million signs before the on ramp, and Google Maps marks it as a toll road.

So, the Virginia Highway Authority(? not sure the correct term) has access to other states DMV/MVA database to track down who owns the ticketed car?

If you don't have an ez pass, they take a photo of your license plate, and send a bill for the toll plus fine. It doesn't matter how many people are in the car, you are required to have an ez pass.

I mean, if it is rental, the ticket will eventually forwarded to the renter (and would be charged on their credit card on file, I believe), but what about those in private car? I am sure there are tons of visitors who aren't aware of that I-66 HOV restriction.

You will get a ticket in the mail. Lots of other states use EZPass

DC gets so many visitors and what happens when one of those visitors is in, say "Illinois" license plate (private owned car not rental), and went into to I-66 during HOV hours without Ez-Pass, what happens to the driver? I heard that these days the overhead scanner also has camera built-in, so the photo evidence will prove that there was only one person driving the car (not sure how they can detect the child seat and such). Anyone know? Just curious.
