Are you sure? Its not obvious to me that they can. In fact, Eric Gustshall (Arlington County Board member) wrote an article yesterday (https://www.arlnow.com/2018/09/13/progressive-voice-arlingtons-kodak-moment/) in which he described how the county is overwhelmed from a manpower perspective by all of the big issues it faces. I think the School Board and APS face the same issue.

I think they should simply find a different Lee to slot in for Robert E. Lee, keep the W-L name, and move on.
