It actually doesn’t.
The show is focused on organized crime so the main characters and many supporting ones are criminals or morally dark gray. However, there are plenty of people shown who aren’t that way.
Also, drive two hours from here and you will see plenty of concentrated rural poverty and how it shapes people’s ethical decisions.
