ADHD? I'm assuming you've already had some kind of eval done if you know that processing speed is slow. Self-monitoring and other meta-cognitive strategies will be key. See an SLP.

What’s the diagnosis. If you don’t have one start there. If you have one, review the report. Age might make a difference in suggestions too.

Where would you turn to improve reading comprehension? He reads quickly, sounds out words, but misses word endings, skips prepositions, skips lines / repeats lines, does not notice that what he's reading aloud makes little sense. Nor can he explain what he just read.
