You don't need to feel hungry if you don't want to and it's not a vital part of weight loss.
that doesn't mean you won't feel hungry at first. We are so used to being over full, that being just right feels wrong.
Volume is everything. Have high water/ fiber content and low calorie fruits and vegetables when you're hungry. Produce is your friend!
Up your calories. 1200 is patently unsustainable for anyone but the eating disordered crew. You should aim for 1400-1600 and slower weight loss. It's more likely to stay off that way anyway.
DP here and I'm short and can only lose weight when aiming for around 1200 calories. Tired of taller people not realizing what difference inches make in how much a person can eat. Not everyone is 5'5" and taller.

How to fix:
1) for me, walking a lot is key to keeping hunger in check
2) go to bed early to sleep more, so you have more of a feeling of control
3) drink loads of water in the morning when you wake up
Deciding to stick it out through hunger is the key to effective dieting. It is temporary, and those hunger pangs are false. You don't need more than 1200 calories per day.

In the meantime, fill up on ~4 veggies a day, ~2 fruits a day, more protein than you think - I mean not exactly that, but in general that’s what I do, and I’ve lost 10 pounds.
