My understanding is they are stuck. Can’t drop out unless the entire club drops out.

From your experience, what happens when a team playing in VPL is consistently in last or close to last place year each season? In NCSL teams are reorganized by division each season, but in VPL it seems like if a team is not as strong in an age group, there's very little that can be done since it's the same opponents next season. Do weaker teams drop out of VPL and go NCSL if they end up at the bottom consistently? The same problem could also apply to CCL teams.
